The reality of comprehensive municipal planning is defined by collaborative efforts of of planners, lawyers, politicians and the public. The definition of each profession contributes to the mysterious reality which defies the limits of any analytical definition.
Contrary to popular misconception, planning is not one of the oldest professions.
Hopefully, everyone will be able to agree on the following essential principles of comprehensive planning.
Relevant and important issues should be included and irrelevant and tangential issues shold be excluded. In other words, it is not enough to be intelligent, you also can not be stupid. Knowing where to find gold is one thing. Knowing where to put the shit, is another.
The integrity of a comprehensive plan is dependent on the extent to which The whole is considered. And the whole should be considered the highest interest.
But integrity means more than completeness. Integrity also means specificity. Unless a plan is local it is irrelevant.
The Planning profession started with the disadvantage of the toughest competition. Natural planning had already been in control for thousands of years.
It is only recently that planners have recognized that planning by people operates in context of planning by nature, and planning by nature by now operates in context of planning by people.
Planning by people has lead to cultural disasters, but natural disasters are also parts of our history.
The real question is whether people and nature can work together on a complementary plan.
But, I havn't mentioned Southold.
Before we can start planning we need to do some research. What is planning? How do towns plan? Who has made plans for Southold Town and what plans did they make?
I am often accused of being a critical pessimist. But, I believe we can get together to make a real plan. And if we all work on it together it will be a good plan.
To answer the paragraph preceeding the former... Planning is a blueprint, a strategic organization, and in the case of town planning, a comprehensive definition and perception of the most local and important issues. Steps of planning include: > Identifying and rating issues, defining goals, collecting data, making express predictions of the most probable future and alternative possibilities.
In Southold, even such scientifically and popularly supported planning interests and goals as “a land use pattern that is sensitive to the limited indigenous water supply and will not degrade the subsurface water quality” is virtually unprotected and suseptible to corruption.
Even the basic proceedure of Town Panning is being misprocessed by the current Town Board. There are many other important issues, but the confusion and misrepresentation related to the issues of fresh water suply and planning process reflect a basic disconect which threatens the essential nature of Southold Town.
Who will plan for the future of Southold Town and what will they plan for?
